Hillside Towing met with the Arlington Heights Village Board at Monday night’s Village Board meeting, but there is one thing that only Trustee Carol Blackwood understood … Hillside won’t agree to a zone variance approval that is conditional on Hillside clearing out of their current business operations at the northeast corner of Arlington Heights Road and Palatine Road.
The Village of Arlington Heights wants to clear out property that they call an eyesore at the current main location for Hillside Towing. The board would probably like to see the property as another strip mall, and ultimately the business principals of Hillside Towing and the property owners would like to see that happen, too. But Hillside wants to operate an interior paint booth at their new up-and-coming business location on University Drive. If they can’t setup the new paint booth on University Drive, they can’t make the transfer out of the old Palatine Road location because they will have to keep operating the paint booth at the old location. They have a written agreement submitted to the Village of Arlington Heights that they intend to move out at Palatine Road by December 31, 2018. But the Village of Arlington Heights board wants that move-out agreement to be a condition of the variance approval for the new paint booth — something binding. Without a condition of agreement to move with the approval for the variance, the Village of Arlington Heights has no legal recourse to force Hillside to move.
Most likely Hillside and family don’t want to develop that old property at Arlington Heights Road and Palatine Road until the conditions are right, the economy is right, when they can get top dollar, and when they can get good businesses to lease on the property site. And, when they can successfully transfer all their operations (like a new paint booth) to the new location.
But like Trustee Carol Blackwood said, the Village of Arlington Heights is holding Hillside hostage. For now, a decision is tabled for another two weeks. But rest of the board appeared to believe they are entitled to tell Hillside how to manage their property.
