The response at the scene was upgraded as multiple law enforcement agencies, including a SWAT team were requested to the scene.
A perimeter and negotiator communications was established.
Nearby businesses were in lockdown, but the lockdown was lifted when the area outside the perimeter was secured.
The Fargo Civic Center, which was hosting a Disturbed concert, was among the businesses under lockdown.
Neighbors in nearby residences were asked to stay inside — preferably in their basements.
