An Illinois State Police trooper was struck and killed by the driver of pickup truck on I-55 near Channahon, Illinois in Will County late Monday night.

While located in Will County at around 9:42 p.m. on Monday, December 23, 2024, Illinois State Police Trooper Carns was outside of his squad car removing debris from a lane on southbound I-55 north of Blodgett Road near Channahon when he was struck by a passing vehicle.

CPR was administered at the scene.

Trooper Carns was transported to St. Joseph Hospital in Joliet, where at approximate 10:45 p.m., he succumbed to his injuries. The crash is still under investigation and additional information is not available at this time.

Early this morning, Illinois State Police (ISP) Director Brendan F. Kelly announced the death of Trooper Clay M. Carns.

Trooper Carns was 35 years-old and served 11 years as an officer with the Illinois State Police. He was assigned to Troop 3. He is survived by his wife Meghan, children Gray and Ally, and parents Patty and Danny Carns.

Illinois State Police Troop 3 encompasses Cook, DeKalb, Grundy, Kane, Kendall, Lake, McHenry, and Will counties. Headquarters are located in Des Plaines, Elgin, and Joliet. The primary function of Troopers in Troop 3 is to patrol interstates I-55, I-80, I-57, I-355, I-290, IL-53, and many rural/unincorporated areas throughout the counties. In addition to normal patrol functions, ISP Troopers work throughout the Troop addressing gun and drug trafficking within local communities and on the interstates. ISP responsibilities include traffic enforcement, criminal patrol, commercial motor vehicle enforcement, and assisting the public on Illinois roadways.

The driver of the pickup truck is expected to face charges connected to Scott’s Law, also known as the “Move Over” law, which requires drivers to slow down and move over when emergency vehicles are on the side of the road.
