A female suspect that was arrested in Arlington Heights, accused of possession of burglary tools, has been arrested by Wilmette Police Department at the suspect’s residence in Chicago, accused of theft and residential burglary in Wilmette. Barbara S. Thomas was accused of theft of a dog and residential burglary. Wilmette Police Department charged the female suspect with Residential Burglary and Theft, one day after the Arlington Heights Police Department charged her with Possession of Burglary Tools. Barbara S. Thomas was cited and released in Arlington Heights while the SAFE-T Act is in effect in Illinois, which abolishes cash bail for certain defined crimes and suspect criminal history criteria.
The Wilmette Police Department investigated a residential burglary and dog theft that occurred on Thursday, October 10, 2024. Wilmette police officers were able to identity a suspect in the case, and on Tuesday, October 15, 2024, the stolen dog was recovered from a shelter in Chicago.
Arlington Heights police officers arrested Barbara S. Thomas, age 33, in the block of 2800 North Windsor Drive in Arlington Heights on Wednesday, October 16, 2024 about 10:10 p.m. for allegedly possessing burglary tools. She was charged with Possession of Burglary Tools [720 5/19-2(a)], cited, and released.

Initially, it is unknown whether Arlington Heights police officers on October 16, 2024 were aware of the ongoing investigation of Barbara S. Thomas by the Wilmette Police Department.
The following day, Thursday, October 17, 2024, Wilmette police officers arrested Barbara S. Thomas at her residence in the block of 1500 West 78th Street in Chicago. Police officers recovered property at the address on 78th Street that was allegedly stolen during the Wilmette residential burglary.

Barbara S. Thomas was transported to the Cook County Circuit Court in Skokie for a detainment hearing on Friday, October 18, 2024 when she was ordered held *NO BOND* and was assigned a court date of November 8, 2024.
The Cook County Circuit Court date in Rolling Meadows for the Arlington Heights charge was not available at the time of publishing this article.
Barbara S. Thomas is being held in the Cook County Jail Division 3 Annex, after being booked on October 18, 2024, according to the Cook County Sheriff’s Office.
According to the Cook County Sheriff’s Office records Sunday morning, Barbara S. Thomas remains in custody in Cook County Jail. Therefore, Barbara S. Thomas is apparently NOT the woman that was the subject of a Check for Well Being call to the Arlington Heights Police Department on Saturday, October 19, 2024 around 10:00 a.m. Police were called when a woman was noticed walking, possibly disoriented; and standing for a prolonged period in front of certain homes in the neighborhood northeast of the intersection of Arlington Heights Road and Euclid Avenue, including the streets of Pine Avenue, Belmont Avenue, Haddow Avenue, Douglas Avenue, and Hawthorne Street in Arlington Heights.
Mostly, neighbors were concerned for the woman’s well-being, but they were also concerned that her activity was suspicious. She repeatedly stood in front of certain homes and appeared to be watching the homes or watching activity at homes.
Police met her and talked to her for a few minutes. Initially, there was no confirmation that police checked her identity. She wasn’t trespassing on any properties, and was not involved in any illegal activity. The woman continued on her way. Her entire visit in the neighborhood lasted from about 10:00 a.m. to 1:00 p.m. Saturday, October 19, 2024.
