Waukegan Police Department police officers conducted a traffic stop just before 7:11 p.m. Wednesday, April 19, 2023 near the Waukegan Harbor, and then ComEd workers flagged them down after finding a body in the water at the shoreline. The utility workers were doing routine work near the Harbor and reported they saw what they believed to be a body in the water. An officer from the Waukegan Police Department was able to bring the deceased to shore.
The body was located near Bay Marine where the boats are docked or parked, and near the first boat ramp.
The Lake County Coroner’s Office was notified and responded to the scene.
The deceased has been identified as the missing 21-year-old United States Navy Sailor Seamus Gray, who went missing on March 18. The Coroner’s Office has been in contact with Mr. Gray’s family, and an autopsy is scheduled for the morning of April 20, 2023, at the Lake County Coroner’s Office.
The incident remains under investigation by the Waukegan Police Department, the US Naval Criminal Investigative Service, and the Lake County Coroner’s Office.
