National Institute of Allergy and Infectious Diseases Director Anthony Fauci who is currently under public attack over experiments on dogs funded by his agency, but the organization People for the Ethical Treatment of Animals (PETA) says the rot runs deep at the National Institutes of Health (NIH), and it goes to the top. PETA is offering a solution, but to make sure President Joe Biden gets the message, PETA is began running full-page ads—today Monday, October 25, 2021 in The Washington Post, Tuesday on Politico and in The Hill, and soon in the Washington Examiner—calling on him to appoint a forward-thinking NIH leader who will end the agency’s funding of animal tests and instead invest in state-of-the-art, animal-free research methods.

With NIH Director Francis Collins at the helm, NIH squandered nearly half its budget on animal experiments — $19.5 billion in 2020 — even though 95% of new drugs that test safe and effective in animals fail in human clinical trials and more than 90% of basic research, most of which involves animals, fails to lead to treatments for humans. The Research Modernization Deal, developed by PETA scientists, provides a strategy for phasing out such studies — and last month, after reviewing it, members of the European Parliament voted in favor of developing an action plan to phase out animal experiments, including a timeline.

“Despite pleas from patients, animal experts, and forward-thinking scientists, past NIH leadership has not been willing to change the agency’s reliance on failing animal models,” says PETA neuroscientist Dr. Emily Trunnell. “PETA is calling on President Biden to appoint a new NIH director who is not only visionary but also willing to make the decisions necessary to put the U.S. back at the forefront of biomedical innovation.”

To keep driving the message home, PETA supporters in giant blow-up dinosaur costumes have been following the president to various events carrying signs that read, “Biden: Don’t Appoint Another NIH Dinosaur.”

PETA — whose motto reads, in part, that “animals are not ours to experiment on” — opposes speciesism, a human-supremacist worldview.

The Daily Caller reported October 5, 2021 that between October 2018 and February 2019, NIAID-funded research at SRI International involved force-feeding or injecting 44 beagle puppies aged 6-8 months old with an experimental drug before killing and dissecting them, according to documents [PDF] obtained by White Coat Waste Project (WCW), a taxpayer watchdog organization with a focus on scientific research. The research, deemed unnecessary by the Food and Drug Administration (FDA), cost taxpayers $1.68 million.

Dear Dr. Fauci —

We write with grave concerns about reports of costly, cruel, and unnecessary taxpayer-funded experiments on dogs commissioned by National Institute of Allergy and Infectious Diseases.

According to documents obtained via a Freedom of Information Act request by taxpayer watchdog group White Coat Waste Project, and subsequent media coverage[1], from October 2018 until February 2019, NIAID spent $1.68 million in taxpayer funds on drug tests involving 44 beagle puppies. The dogs were all between six and eight months old. The commissioned tests involved injecting and force-feeding the puppies an experimental drug for several weeks, before killing and dissecting them.

Of particular concern is the fact that the invoice to NIAID included a line item for “cordectomy.” As you are likely aware, a cordectomy, also known as “devocalization,” involves slitting a dog’s vocal cords in order to prevent them from barking, howling, or crying. This cruel procedure — which is opposed with rare exceptions by the American Veterinary Medical Association, the American Animal Hospital Association,and others[2] —seems to have been performed so that experimenters would not have to listen to the pained cries of the beagle puppies. This is a reprehensible misuse of taxpayer funds.

While documents state that the ostensible purpose of this study was “to provide data of suitable quality and integrity to support application to the U.S. Food and Drug Administration (FDA) and other regulatory agencies,” the FDA itself has recently stated that it “does not mandate that human drugs be studied in dogs.”[3] This is apparently not the first time that NIAID has commissioned drug tests on dogs in recent years.[4]

In light of the above, please provide the following information by November 19th:

How many drug tests involving dogs have been funded by NIAID since January 2018? How much taxpayer money has been spent on this testing?

Since the Food and Drug Administration has clearly stated that it does not require dog testing for new drugs, why has NIAID continued to commission testing on dogs?

What has NIAID done to explore the use of non-canine and non-animal alternatives to meet FDA data requirements? Please describe in detail.

Has NIAID ever made any dogs available for adoption after the conclusion of an experiment or testing? If so, how many? If no, why not?

Why has NIAID contracted for cordectomies when they appear to be scientifically and medically unnecessary? What is the average cost for each cordectomy performed?

Thank you for your attention to this matter. It is our duty to ensure the responsible stewardship of taxpayer dollars. We look forward to your prompt and thorough response.
