Fox News reported they obtained internal Chicago Police Department memo telling officers to not aid the Department of Homeland Security in certain situations; Matt Finn reports.
When DHS make a request for backup or help, police officers have to call their supervisor.
“Effectively immediately, a CPD supervisor is required to respond to all requests for assistance from Department of Homeland Security personnel.”

“If the request is to assist with an immigration arrest or detention, CPD personnel will leave the scene as directed by the CPD supervisor.”
Chicago’s Mayor Lori Lightfoot — in a demonstration Thursday, September 26, 2019 — said that the City of Chicago will continue to ban ICE from any access to Chicago Police Department databases, and will allow any CPD officer to cooperate with anything related to ICE immigration raids.
Mayor Lori Lightfoot joined protesters outside the ICE office in Chicago Thursday afternoon after the agency`s new head in the region criticized the city for its sanctuary policies.
Robert Guadian is the newest field office director for ICE covering Chicago and Illinois. He critiqued Chicago for continuing to serve as a “sanctuary city” that openly prohibits local law enforcement from assisting ICE in any way, except in an emergency involving the safety of an ICE agent.
“ICE’s mission remains consistent: to identify, arrest, and remove aliens who present a danger to national security or are a risk to public safety,” said ICE’s new Chicago Field Office Director Robert Guadian during a press conference Thursday, September 26, 2019.
According to Guadian, 90 percent of people arrested be ICE fall into four categories:
aliens convicted of a crime,
charged with a crime,
deported but re-entered without authorization, or
fugitives who ignored a judge’s orders.
ICE has two primary divisions: Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO). ICE was established under the Homeland Security Act of 2002, following the terror attacks of September 11, 2001.
Protesters outside the U.S. Immigration and Customs Enforcement offices called for ICE to stop enforcement actions or for ICE to be abolished completely.
