CBS 2 Investigator Dave Savini exposed an alleged boot bandit Jame Chard, who operated and illegal operation that preyed on people from Chicago and the suburbs.
James Chard allegedly put a boot on people’s vehicles without authorization in any official capacity and charged exorbitant fees to release their vehicle. CBS 2 reported that the self-proclaimed boot applicator charged $50,000 in fines in suburban Lansing alone this summer. Chard also allegedly applied boots on victims’ vehicles in Bolingbrook, Joliet, Forest Park, Naperville, Berwyn, Matteson, Markham and Chicago. Hi “fees” for release ranged from $190 (for passenger vehicles) to $1,000 (for trucks).
Lansing police arrested Chard on multiple felony charges. Police confiscated booting devices, fake unauthorized parking signs he hung in parking lots, a hoard of cash, and receipts.
