As Chicago police officers approached former Chicago Bear Tommie Harris about midnight Monday, police report he was urinating and threatening police in front of a bar in the 1000 block of West Eddy Street.
The alleged threat? “You want some of these bones?” said Harris — pointing to his arms. Police report that Harris, 29-years-old, also appeared intoxicated. He was arrested for misdemeanor assault of for the threat, indecent exposure, and urinating in a public way
Harris was born and raised in Killeen, Texas, and attended Ellison High School in Killeen.
He should know better …
Sec. 16-28. Urination and defecation in public.
It shall be unlawful for any person to urinate or defecate in any public place, or in immediate proximity thereto, or in a place which may be viewed from a public place, at a location which has not been designated as a restroom.
— Killeen, Texas (Ord. No. 94-41, § I, 5-24-94)
Wrigleyville is not a restroom …
Public urination offenses can lead to fines or even jail time in Chicago and in Illinois, too. In Chicago, public urination can be charged as either an Illinois state charge of Public Indecency (720 ILCS 5/11-9), which can lead to arrest. Alternatively Harris could face municipal ordinance violation (8-4-081) which can lead to citations being issued.
As for the public indecency charge, Harris will be wanting to avoid conviction — to avoid any chance of having to register as a sex offender.
