People Trapped in Explosion at Metro Water Reclamation District on E 130th St, Chicago

Chicago police and firefighter/paramedics responded about 10:52 AM Thursday August 30, 2018 to a report of a building explosion with two people trapped in the collapse at the Water Reclamation District, 400 East 130th St Chicago, Il. Police and firefighter/paramedics initially received a report of an explosion with a man trapped in a building.

A firefighting crew on arrival reported total collapse of a structure with multiple victims trapped. There are parts of the building where firefighters can stand on debris and conduct a search. There is an update that there were 9 people in the building and that two people are trapped in the collapsed building.

A primary search was immediately underway at parts of the building that are totally collapsed.

Fire command reported at 11:19 a.m. that one person was only slightly trapped and rescue was underway for that person. The second trapped person was still not found as of 11:19 a.m.

At 11:27 a.m. the fire command van 2-7-5 reported that all people were accounted for after three people were removed from the collapse zone. At 11:59 p.m. the fire command van reported that the last victim was found and that it will be a while before he is taken out of the collapsed building. Using a portable ventilation fan, firefighters were pumping air into a large diameter yellow flexible ventilation hose into the confined space where the victim was trapped.

Collapse units are responding to stabilize the building for further search and rescue. There are lumber pods, a compressor truck, and a Mobile Ventilation Unit also responding to the scene.

The fire department response initially was a Still and Box and EMS Plan 1. The response was then elevated to a Level I Hazmat and Collapse Response, and then a 2-11 Alarm for manpower.

The fire department EMS response was elevated to an EMS Plan 2, ordered at 11:38 a.m.

News helicopters were asked to “clear the scene” because of problems hearing communications at the scene. Helicopters were given clearance from Midway International Airport to climb to 2500 feet at about 11:49 a.m.

The Secondary Search was completed by 12:17 a.m.

A University of Chicago Aeromedical Network (UCAN) helicopter was requested to the scene to transport the last trapped victim removed from the collapsed building. The UCAN medical transport helicopter arrived by 12:58 p.m. The last trapped victim was out of the building and on board the UCAN helicopter by 1:05 p.m.

The 2-11 Alarm, EMS Plan 2 and Level I Hazmat were struck out and secured on orders of 2-1-5 at 1:08 p.m.
