Chicago police say that a man that was shot at 71st Street and Clyde Avenue was carrying a weapon and had rounds of ammunition when police fatally shot him about 5:30 p.m. Saturday, July 14, 2018. Waller said police believe the man did not have a concealed carry permit for the semi-automatic weapon. Chicago Police Department Patrol Chief Fred Waller said at a news conference that the man was shot after police officers on foot tried to question him because of “the bulge around his waistband” suggested he was armed. Before he was shot and killed, the man became combative and eventually broke free from the officers, Waller said.
“They thought he appeared to be reaching for a weapon, which he did have a weapon on him, and the officers tragically shot him.”

The unidentified man was transported to Jackson Park Hospital, where he was pronounced dead.
Immediately after the shooting, an angry crowd gathered and began confronting police, who had cordoned off the area. Waller said protesters threw bottles and jumped on top of a squad car. Police then moved in wielding batons to stop them. At least four demonstrators were arrested.
Several police officers were slightly injured in the scuffles, Waller said, and some squad cars were damaged.
Protesters remained in the neighborhood into the night with confrontations with police, followed by police officers dispersing the protesters. Video showed one protester thrown to the ground surrounded by police holding batons. ABC 7 Chicago reporter Diane Patheiu reported that protesters told her the man is a local barber, in his 30s, known as “Snoop.”
The Civilian Office of Police Accountability (COPA) stated the organization is committed to a “thorough, objective and unbiased investigation and requests the public’s patience and cooperation.” The encounter is believed to have been captured on video via police bodycam(s).
