
A police pursuit began in Wisconsin, and on Tuesday, March 25th, 2024 at approximately 4:30 pm, a Wisconsin police agency issued a notification to surrounding law enforcement agencies regarding a black BMW that had fled from police officers on I-94 EAST at a speed of 138 MPH, heading into Illinois. The Wisconsin agency provided the Illinois registration details for the vehicle.
Shortly after the notification, an alert Lake County Sheriff’s deputy observed the same BMW traveling southbound on Route 41 at 96 MPH in a posted 55 MPH zone. The deputy attempted to catch up to the vehicle near Stearns School Road, but lost sight of it. Anticipating the driver’s potential destination, the deputy proceeded toward the registered owner’s address.
While en route, the deputy spotted the BMW in the area of Grand Avenue and Green Bay Road. Pulling alongside the vehicle in traffic, the deputy identified the driver as Declan J. Moore, 23, of the 500 block of 1st Street, Waukegan. The deputy then activated emergency lights and attempted a traffic stop. However, the driver of the BMW fled at speeds exceeding 80 MPH in a posted 30 MPH zone, disregarding two stop signs. Due to the excessive speed and risk to public safety, the deputy terminated the stop attempt, and did not initiate an active pursuit.
The deputy proceeded to the registered owner’s address, where a family member was able to contact Declan and encourage him to surrender. Declan returned home and voluntarily surrendered to sheriff’s deputies. Declan J. Moore was taken into custody and transported to the Lake County Jail.
Declan J. Moore was subsequently charged with:
Aggravated Fleeing – 21+mph (Class 4 felony)
Aggravated Fleeing – Disobey 2+ traffic control devices (Class 4 felony) 2 counts of Speeding (35+) (Class A misdemeanor)
Reckless Driving (Class A misdemeanor)
Fleeing/Eluding Peace Officer (Class A misdemeanor)
All defendants are presumed innocent unless proven guilty in a court of law.
