
A homicide investigation by Lake County Sheriff’s Detectives has revealed that Cyncere L. Tillman, age 24, of the block of 300 block Green Bay Road, Waukegan, allegedly arranged to meet with the victim, Tavontee Fox, an associate of his. The meeting took place near Tillman’s friend’s house in the block of 39300 Melbourne Court, Beach Park.
During their interaction, an argument ensued, and Tillman pulled out a firearm, and allegedly fired multiple rounds at Fox, who was located in the passenger seat of a vehicle. Allegedly, shots were also fired at the driver of the vehicle. Fox was struck, and died shortly after the driver took him to the hospital.
Through evidence and thorough investigative work, Tillman was identified as the suspect. Lake County Sheriff’s detectives arrested him without incident yesterday, Tuesday, February 18, 2025 in the block of 300 Washington Street, Waukegan.
After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved two counts of First Degree Murder against Tillman.
Tillman remains held in the Lake County Jail pending an initial court hearing today.
While Tillman has been charged, sheriff’s detectives continue to investigate.

The Lake County Corner’s Office on Tuesday afternoon, February 11, 2025 released the identity of a shooting victim killed and dropped off at Vista East Medical Center in Waukegan on Sunday, February 9, 2025 around noon as Tavontee Fox, age 24, of Waukegan.
Lake County Sheriff’s Deputies are investigating the Sunday afternoon homicide that occurred in a townhouse neighborhood in Beach Park.
Lake County Sheriff’s Deputies responded about 12:10 p.m. Sunday, February 9, 2025 to a report of shots fired in the block of 39300 Melbourne Court in Beach Park. A 911 caller reported they heard several shots and saw two African American men, aged 20-25, running from the scene.
Lake County Sheriff’s deputies arrived and located several spent shell casings on the roadway, along with shattered glass from a car. A short time later, sheriff’s deputies learned a vehicle was driven to Vista East Medical Center in Waukegan, and a gunshot victim was dropped off from the vehicle.
The gunshot victim, a 24-year-old Waukegan man, was pronounced deceased shortly after arriving.

According to CWBChicago, the Chicago Police Department reported they arrested an 18-year-old Tavontee Fox after finding him in possession of a loaded .357 magnum near the intersection of Michigan Avenue and Chicago Avenue about 11:00 p.m. on July 1, 2019. Tavontee Fox was charged with felony unlawful use of a weapon and released on his own recognizance (no money down) by Cook County Judge David Navarro (before the Pretrial Fairness Act took effect on September 18, 2023). CWBChicago notes in their article that during the same time period, two suspects in their 20s without criminal records were detained on $10,000 bail for allegedly committing vandalism on or near “The Bean” sculpture in Millennium Park.
