Shamsud-Din Jabbar Named As Truck-Ramming Terror Act Offender that Killed 14 in New Orleans

A truck ramming offender and 14 victims were killed around 3:15 a.m. CST on January 1, 2025 on Bourbon Street near Canal Street in the French Quarter of New Orleans. The offender was identified by the Federal Bureau of Investigation (FBI) as Shamsud-Din Jabbar, age 42. The offender drove a rented a Ford F-150 Lightning Electric Vehicle pickup truck into a large crowd on Bourbon Street near Canal Street, by taking advantage of lapse in security involving barricades and bollards. The City of New Orleans was in the process of replacing older bollards.




New Orleans police were already on scene to remedy a lapse in street barrier protection at Bourbon Street near Canal Street to protect from the risk of a potential ramming attack.

Shamsud-Din Jabbar drove the white Ford F-150 pickup truck around a police SUV and barricades that were positioned to protect Bourbon Street after turning right from northwestbound Canal Street. The offender made a right turn with the pickup truck on a sidewalk immediately in front of a police SUV that was parked sideways to block narrow Bourbon Street. The offender continued driving the Ford F-150 northeastbound on Bourbon Street about three blocks between Canal Street and Conti Street while striking over 50 people with the vehicle. Fourteen people were killed by the vehicle ramming attack, and at least 36 people were injured. At least one female adult was grazed by the vehicle, but not knocked down.

Also, a cellphone video from a second floor residence on Bourbon Street captured the images of two bodies down in the street. One of the victims was lying supine with an extreme deformity of the left leg, and profuse blood from the head. Another victim was lying prone with arms stretch overhead. A friend or relative of the supine victim stood still over the victim, obviously shocked by the sight. One person, apparently a restaurant employee, came to assist the person who was standing their shocked. Also, two people came to assist the prone victim, as well. Video not linked here.

Next, Shamsud-Din Jabbar crashed the pickup truck into an aerial lift work platform which heavily damaged the front-end of the pickup truck. Witnesses said the offender was wearing full military gear when he exited the truck armed with two firearms and began to shoot at police officers. Police officers fatally shot him, but two police officers were wounded in a shootout. Fourteen people were killed by the vehicle ramming, and at least thirty-five people were injured, including two police officers, who were shot.

Two IEDs were found and rendered safe by early Wednesday afternoon.

The FBI does not believe that Shamsu-Din Jabbar was solely responsible.

Eight blocks surrounding the scene on Bourbon Street were shut down

By late morning Sunday, the FBI declared that the attack was an act of terrorism

FBI asked for help from anyone who had interaction with the offender within the last 72 hours

A failure of the barricade operations that caused a security breach is being investigated. Witnesses said the normal bollards were not present at the scene.
