No Bond for Arlington Heights Resident Charged with Kidnapping, Child Luring on Tonne Drive in Arlington Heights

An Arlington Heights resident, James Krook appeared in Cook County Circuit Court today, Thursday, August 18, 2022, and was ordered held without bond. His two counts of Class 2 Felony charges of Kidnapping were upgraded to Class X Felony charges.

CLASS X FELONY

A Class X felony is the second-most serious felony offense in Illinois — after murder — and has a mandatory minimum sentence of 6-30 years in the Illinois Department of Corrections. The judge must sentence the defendant to prison. The court cannot sentence the defendant to probation in a guilty verdict.

Arlington Heights Police Officers were dispatched about 2:00 p.m. Tuesday, August 9, 2022 to a report of child luring at an apartment complex in the block of 2100 South Tonne Drive in Arlington Heights. A witness observed two juveniles standing outside on an apartment patio screaming. The witness overheard a male, later identified as the defendant, James Krook, yell at the children. The witness confronted Krook and escorted the juveniles to safety.




A comprehensive and detailed investigation was completed. Police investigators determined the juveniles were playing outside in the apartment complex common area when they were approached by Krook who was utilizing a walker. Krook persuaded the juveniles to follow him into his apartment under the pretext he needed assistance getting into his building. The victims assisted the defendant enter the building and walked to his apartment. Once at the apartment the defendant told the victims not to leave and cursed at them, intimidating them into entering his unit. Inside the apartment Krook offered them beer. The victims exited through the patio door and advised the defendant they wanted to leave. The defendant responded angrily utilizing vulgar language and demanding they re-enter the apartment. When the victims refused, the defendant used vulgar language and said, “well, I am going to take my clothes off.” He began to remove his shirt and pants. At this point the witness confronted Krook and took temporary custody of the juveniles.




On Wednesday August 16, 2022 Arlington Heights Police Department Detectives took Krook into custody. The case facts were reviewed by the Cook County State’s Attorney’s Office, leading to the approval of felony charges.

Kidnapping – 720 ILCS 5/10-1-A-3 (Class X felony), and

Child Luring – 720 ILCS 5/10-5.1-A (Class 4 felony).

James Krook had been scheduled to appear at a bond hearing on August 17, 2022 before the presiding judge, and again on Thursday, August 18, 2022 at Cook County Circuit Court 3rd District, Rolling Meadows.
