Kenosha police responded about 5:11 p.m. Sunday August 23, 2020 to a report of a disturbance near the intersection of 49th Street and 28th Avenue in Kenosha.
At least a half dozen witnesses said that the man had been trying to break up a fight between two women outside a home in the block of 2800 40th Street. Witnesses said police had attempted to use a Taser on the man prior to the shooting. Video shows the man disobeyed police orders to stop and overpowered police attempts to stop him from entering the driver’s side door of a gray SUV. The man was shot by at least one police officer when he began to enter the vehicle or reach into the vehicle. Three police officers had their guns drawn on the driver’s side, but from the video an observer can not tell whether more than one police officer was shooting.
According to a police department press release, Kenosha police confirmed that they an officer-involved shooting occurred. According to the Kenosha Police Department, police officers provided immediate aid to the man, who was transported via Flight for Life to Froedtert Hospital in Wauwatosa, where the man was listed in serious condition.
Multiple police vehicles from the Kenosha Police Department, Kenosha County Sheriff’s department and Wisconsin State Patrol arrived in the Wilson Heights neighborhood near the shooting scene.
The incident investigation was being turned over to the Wisconsin Department of Justice, Division of Criminal Investigation, which will be investigating the officer involved shooting.
A video captured the police-involved shooting from an upper level window across the street. The video, shared on social media, shows the man walking away from officers who are ordering him to stop and are physically trying to stop him from entering the gray SUV. While the man is entering or reaching into the vehicle, seven shots are heard while at least three police officers aimed their handguns in the direction of the man.
Protesting began within an hour, and rioting began after dark with police officers being assaulted, and at least one police officer getting hit in the head with a brick. A video shows a police officer walking in the middle of the street next to a police car when he was hit in the head and fell face down and lost consciousness next to the driver’s side of the police car.
There was also a report that a white male was walking around with an AR-15 type of assault weapon.
Protesters were tear gassed about 11:05 p.m. Sunday. A short time later a dump truck used as a street barrier was set on fire by rioters. Two garbage trucks were set on fire at about 11:29 p.m.
A small fire was set inside a broken window at the Kenosha County Courthouse at about 11:25 p.m. The fire was extinguished by law enforcement. At least two rioters armed with long guns were standing in front of the courthouse before police arrived near the courthouse.
