With an executive order, President Donald Trump is directing the US Department of Labor to study how to make it easier for small businesses, and possibly individuals, to join together and buy health insurance through nationwide association health plans.
The US Department of Labor could give employers in the same industries more flexibility to offer group coverage across state lines, providing them with a broader range of competitive policies that offer lower rates.
The executive order would allow consumers to buy short-term policies that don’t have to comply with Obamacare’s protections for those with pre-existing conditions.
The executive order does not address whether people in the short-term or association plans would still have to pay a penalty for lacking health insurance. However, a White House official said that “presumably,” at least for the association health plans, people would not have to pay the penalty.
