FBI Director James Comey report that evidence found that highly sensitive information was handled extremely carelessly by Secretary of State Hillary Clinton and her staff. He described the security of information in the State Department generally lacking, but said no intentional misconduct was discovered. The FBI recommended “no charges” for prosecution in this case.

The FBI determined 110 e-mails in 52 e-mail chains were determined by the owning agency to contain CLASSIFIED information.
Eight chains contained Top Secret information.
Thirty-six emails contained Secret Information.
Eight e-mails contained Confidential Information — the lowest level of classification.
Comey reported evidence to support a conclusion that anyone in their position in the State Department should have known that e-mails should not have been delivered on an unclassified system.
The FBI assessed that hostile actors gained access to the private commercial email accounts of people with whom Secretary Clinton was in regular contact from her personal account. The FBI assessed that Clinton used her personal email account extensively while outside the United — including sending and receiving work-related emails in the territory of sophisticated adversaries. The FBI therefore assessed that it is possible that hostile actors gained access to Secretary Clinton’s personal e-mail account.
In a press conference, FBI Director James Comey told reporters that Hillary Clinton was “extremely careless” in regard to discussing classified information via email while she was Secretary of State, and any reasonable person should have known that an unclassified system was no place for the conversation.
