San Bernardino Police Chief Jarrod Burguan made the following statements at a press conference at about 1:55 p.m. PT.
San Bernardino Police Department was the initial responding police agency.
Up to three offenders entered the building and opened fire on the people in the building.
Up to 14 people are killed, and up to 14 are wounded.
The offenders fled in a black SUV and are at large.

San Bernardino police and firefighter/paramedics responded about 10:59 AM Wednesday to a report of a mass shooting incident at the Inland Regional Center, 1365 South Waterman Avenue San Bernardino, CA. Police and firefighter/paramedics received a report of at least 20 shooting victims by three offenders armed with rifles at or near the Inland Regional Center. Police have confirmed that fatalities have occurred at the scene.
Authorities are also searching for an SUV that left the area while the active shooting incident was ongoing. It was unknown if the offenders fled in the SUV.
The three suspects were at large one hour after incident the began, but police were managing the scene as if there may be an offender or offenders still on the scene.
A suspicious device is being managed as a possible explosive device. A bomb squad robot was deployed at the scene.
Inland Regional Center is non-profit organization that serves people with developmental disabilities in San Bernardino County and Riverside County.
