Wheeling police Friday released an original recent arrest report for two siblings after an internal investigation was initiated following their mother claimed in a Telemundo TV interview that an amateur video showed her daughter being treated roughly by officers. The daughter was restrained and taken into custody after she refused to back off when order by police who were questioning .
Wheeling Deputy Police Chief Todd Wolff said the internal investigation and review of the June 6, 2015 arrests of the mother’s son Christian Ruiz, age 19, of Wheeling and his sister Ashley Rodriguez, age 21, of Chicago. will likely take another week.
According to the police report, two Wheeling police officers and a supervisor responded to a call of a group of people fighting in front of the apartment building at 87 North Wolf Road at 7:42 p.m.
Upon arrival, the supervisor reported seeing known gang members, Ruiz and a juvenile walking away from the area at a fast pace.
Police reported the juvenile was argumentative as he was taken into custody. Officers reported they were questioning Ruiz when Ashley Rodriguez approached. She was told to back away, and police officers reported that she refused to back off further than 10 to 12 feet from the working police.
Police reported Ashley Rodriguez was carrying a large handbag. Police say that gang members frequently use female associates to hold weapons for them and for distraction purposes during confrontations with police. She became irate and resisted when police began to arrest her.
Ruiz began trying to intervene in Rodriguez’s arrest, at which point officers pushed him up against a wall and took him to the ground. He was then handcuffed as he continued to resist, according to the police report.
Ashley Rodriguez was also handcuffed and transferred to the rear of a squad car. Both siblings were searched and no weapons or contraband were found.
Christian Ruiz was charged with aggravated assault to a peace officer and resisting. Ashley Rodriguez was charged with obstructing a peace officer and resisting.
Both siblings were issued a court date of July 1, 2015.
