Arlington Heights police responded about 1:01 AM Wednesday to a report of criminal trespass to vehicle in progress in the block of 100 North Reuter Drive Arlington Heights, IL. Police received a report that an unknown offender was found by the vehicle owner sitting in the driver seat of the vehicle owner’s gray 2009 Pontiac G6. The offender left the area after noticing the owner approaching. Police searched the area with negative results. Nothing was missing from the vehicle. There was no vehicle damage and no signs of force.
The offender was described as a male/white in his 20s, 6’1″ 180 LBS, with dyed red wavy hair, wearing a black hooded sweathshirt and dark baggy pants.
The crime is reported to have occurred Tuesday, October 8, 2013 at 1:00 a.m.

Even though police used military grade secret police communications to secretly dispatch the police call for this criminal vehicle trespass case, the offender was able to leave the scene undetected by neighbors or responding police officers. With secret communications, neighborhood watch groups have no chance of real time awareness (using police scanners or smart phone apps to monitor police communications), which can be useful in reporting suspects that match a description of a recent crime in the neighborhood. The Cardinal believes that the eyes and ears of potentially hundreds of aware neighbors, and even off-duty police officers, far outbalances any “element of surprise” feature of secret police communications afforded with the use of expensive, high maintenance, higher failure probability, military grade secure police radios.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence.
