Video shows cellphone captured scenes before arrival and during arrival of Sacramento City Fire Department on an unknown date. Engine 17 arrives first, then Truck 17, then Medic 17 and Rescue 20. In January 2009 it was reported that Fire Engine closures were in effect at nine fire stations including Station 17. The fire department had to cut its budget by 4%. The savings were realized by not having to staff four persons for each shift where firefighters may be on leave — sick leave, vacation, or injury leave. The four firefighters, who would have worked on the fire engine that is closed for the day, are moved to another fire station where there is an absent firefighter reported. Fire engines were closed only at stations where a fire engine company and fire truck company were located. The primary function of a truck company is rescuing trapped occupants of a building. The primary function of a fire engine company is to put water on the fire. The city fire administrators had to decided whether to close a truck company or an engine company.
